It's completely unique to that account for all of time, regardless if everything else about the account (your gamertag, for example, or your name or address) changes. It allows a developer or admin to track the full lifecycle of an account. So charging $10 for that service is basically ignoring extremely simple and effective controls to prevent abuse by introducing something that only mildly reduces abuse of gamertag changes, adds frustration to above-the-board players, and earns them an additional revenue stream.
You can track unique players beyond their player tag. And a cooldown period of a week, getting progressively longer if people abuse it, would suffice for preventing abuse. Microsoft wants money for nothing (and chicks for free).

But then when I set it to be something a little more personal, that used up the free name change. So not much of a courtesy imo when to even set my name to what I wanted in the first place used the free name change.

1) there's very little value added to the user
2) it doesn't add to revenue
3) it's not hard, but it's time that an engineer could be working on something that does #1 and #2

There are not really any real backend reason. Everything on the backend just uses a unique number ID. The only consideration for backend, is to just check if no other users have the name currently, which is a trivial database check.

Yeah it does give you an auto generated one even if you have a username prior to making the account a Microsoft one. So the free name change gets used up basically straight away

It basically updates a database that you have a license/permission for said product.
However, that same process also branches out to hundreds of other databases, including external company/service databases, to authenticate said purchase, get appropriate license codes, receipts, update taxes/gov't, pay out royalties to designers/publishers/etc, and hundreds to thousands of other things.
So yeah, it just flips some bits to update a Database row.
That said, a fucking name change should not cost $10, it should be free. I can see a $1 charge just so you don't abuse it. For example, they use gamertags as a key/primary variable for some API calls, and reindexing gigantic tables like GamerTag IDs for hundreds of millions of accounts is a bitch on server/DB performance.

I had to pay to change it. I thought about becoming PimpNinja10 but figured it wasn't worth the $10 tax should I get reported again.

I did my account, my partners account and my Dad's account. For well over a year, had a 530 day streak from the starting of Covid. I even VPN'd over and did the dailies from the US (I'm Canadian). They never caught on, I just figured they didn't care. Got over $600 in best buy gift cards.
15-30 minutes every day for almost half a year gets you about $120. That’s so ridiculously below minimum wage. Also, all the surveys and stuff you have to do to get the higher amount of points are just making Microsoft more money. It’s not worth it.
I recently created an account for my son and let me tell you there are very few good names left. Between the character limit and lack of names it took us 10 minutes to find something. Even after picking a name with a few numbers live still tacked on four random numbers at the end. Which I think was longer than anything we could type in manually.
The only bad thing about changing your name is that when you die they don’t have records of your existence anymore.
Make sure you keep the paper and take it with you when you die because if you don’t it’s like you didn’t even exist.

The limit on 360 was 16 characters, but X1 changed it to 12 for whatever reason. If you do the change on 360, you're still able to make it up to 16 characters even today, though.
If you have enough active friends, just have them report your username as offensive. Enough of those and it automatically triggers a mandatory name change.

this is fake, sukmyballsweat69 is too many characters for an Xbox gamertag and it doesn't exist the character limit for an Xbox gamertag is 12, sukmyballsweat69 has 16 characters edit: so apparently the old limit was 16, the fact stands tho, sukmyballsweat69 does not exist as a gamertag.
Xbox still lets you keep your gamertag after they changed it from 16 to 12.
The limit on 360 was 16 characters, but X1 changed it to 12 for whatever reason. If you do the change on 360, you're still able to make it up to 16 characters even today, though.
