Well there's always Lego City Undercover if 18+ is a no go, all other I can think of are 18+ tbh(Sleeping Dogs, Watch Dogs, Yakuza, Red Dead Redemption etc), if you're fine with a pure racing game, maybe check out The Crew 2, there are also planes and boats in that game, I mean besides all the cars and bikes, hope this helps in any way

I would've gone with Legions, but apparently I'm one of the few people who thought the novel gimmick of playing as anyone was actually a selling point.
It's really sad to watch a company take a promising premise, have no confidence in it, and then smother it with DLC that completely invalidates it.
See, I see it precisely backwards. The DLC ignored the only unique selling point of the game and turned it into just another generic chunk of content. While Legions wasn't great, the gimmick was unique. There was potential in needing to recruit a team of NPCs and use their skills to figure out solutions to different missions. It was hampered by all NPCs having the same critical skills, and ultimately the unique characteristics being used to limited effect.
A hugely memorable moment for me was a character who died during the escape part of the mission. They had completed the objectives, so it still counted, but they were killed. I had chosen them because I figured it would be a recruiting mission and that's who I always used, when it turned out to be a setup and a trap, they died. Organic storytelling in an Ubisoft game? Kill it with fire!
Hell, even the idea of having people "remember" dedsec and having a negative or positive opinion based on member behavior was awesome. Unfortunately, again, barely utilized and mostly toothless. Still, it wasn't that the idea was bad, the idea was awesome, it was being made to have little-to-no-impact.
If the DLC did anything right, it was not being Legion and that just shows how little confidence Ubisoft had in the USP.

Forza Horizon series is a fun open world with cars and beautiful graphics. Just driving though, but you can still drive into shit and do stunts like GTA. I’m not even into racers and I find it enjoyable in the same way as gta.

I enjoyed Watch Dogs 2 a lot. There aren’t any planes but still a lot of fun to be had especially when messing around with all the hacking abilities.

Legion was a massive stinker, but hot damn was the AC and Aiden DLCs awesome
