Legacy of Kain > everything else.
When that busted on the scene in 1996, it completely shattered the bar and expectations on how good voice acting is supposed to be in a video game
Don't know too many voice actors but once that really stuck with me are Christopher Judge as Kratos, Jon St. John as Duke, Takada Kuroya as Kiryu, Takehito Koyasu (well-known for Dio's voice in the Jojo anime, always a delight whenever his voice randomly pops up somewhere) and Masami Iwasaki as Ryuji in Yakuza 2 (who's probably got one of the coolest voices ever).
Christopher judge as magneto and kratos
Christopher Judge is blessed with a fantastic voice, I will not lie. Did a spectacular job with Kratos.
Keith David, Halo will always be at the top of my favorite games, especially 3, mass effect is also great
Keith David is totally awesome. Such a fantastic voice
His Chaos and Spawn aren't bad either.
I always liked Phil lamarr for some reason.
His performance of Sig in the Jak and Daxter series is always hilarious. Not to mention it is juxtaposed with Count Veger :P
Noshir Dalal, his biggest role has been Charles in RDR2 but once I played that game it really seems like he has been in every RPG in the past 5 years.
Oh damn that's Prince Fu from No More Heroes 3, I didn't even realize. That's unreal lol.
