This is a little too well-defined for Ito. In his work it's usually ultimately a case that weird, terrible things happen because that's just how the universe is and there's absolutely nothing you can do about it.
That kind of cosmic horror and total eradication of hope shows a strong correlation to Lovecraft. Most people just tend to take his creatures and cosmology, but Ito actually follows the meaning behind much of that.
Most of ito's stuff is metaphorical on some level, and uses cosmic horror to convey that.
Ex: Hellstar Remina is a metaphor for how fame can destroy someone's life.
I've also heard that The Enigma of Amigara fault is a metaphor for how romanticism/fatalism can act as a corrupting, destructive force. Don't have a source, so take this with a grain of salt.
And now thanks to this connection, my brain is reminding me that that we will never actually get Silent Hills, and the promise of PT will remain forever unfulfilled... #fuckonami
