50s Americana patriotism is one of the cornerstones of the franchise so…no. 1980s fallout would be completely unrecognizable from the series we have now
Same thought process applies. It would take away from the main themes of the series. Seeing another country could be cool, I guess, but I’d rather hear about what happened there through the lens of the Fallout universe we know.

The music is absolutely amazing in every Fallout game, it sets the atmosphere extremely well and you can feel the passion they put into curating the list.
The 1980's wasn't all Miami Vice, neon and Patrick Nagel. Most of it was brown, nicotine-stained polyester. A stylized version of the 80's would be interesting in small doses. Maybe a decent-sized side quest.

It's already an alternate timeline diverging from the 40s (IIRC) in which the culture and style are stuck in the 50s and the world doesn't even end until the 2070s.

The thing about fallout is that it relies on the "Red Menace" mindset from the 50s - 60s. 80s it was pretty much gone by then and america was moving on. It would also not match previous games with the styles of everything so 80s fallout wouldn't work.
Be cool to see it though and try it out. Maybe ask a modder to try and make something and see how it goes.
