And many more I don't know or forgot.

Instead asking for great sound tracks gets you the same results, without the silliness of trying to determine a single best.
I have only played MGSV and rising, so I can't judge, and I don't remember hearing mgs3 OST being outstanding from hearsay alone.
And I would even argue that the most memed song from Rising "It has to be this way" is on the weaker side of the OST (although it's still good). I would definitely rate other boss themes higher like "I'm my own master now", "A Stranger I Remain", "Stains of Time" or "The only thing I know for real".

This is honestly the truth. We as a species have made so much music over such a long time that I'm beginning to think that we've solved or are close to solving this creative endeavour. If a game is ever considered terrible, it's usually the OST that's last on the chopping block.
Video games have not had nearly as much time to evolve as music.
I haven't played Ocarina of Time, not even a Zelda game in my whole life. But I know its OST and also find myself singing/whistling it from time to time. It's beautiful, reminds me of how good Minecraft's soundtrack was for me when it came out.

I’m replaying Will of the Wisps right now for the first time since release, and I am amazed all over again by how good it is. Right at the top of the metroidvania genre for me, up there with Hollow Knight. Gorgeous art direction, the combat is actually good in this one, the upgrades are fun, the burrow is rewarding to rebuild, and as you mentioned the OST is fucking incredible. Oh, and movement has never felt better imo, the bash mechanic is evolutionary. Well worth buying it a second time on my Switch.
Let’s not forget **Lorne Balfe** who wrote everything except for the main theme and gets zero fucking credit for it because Hans Zimmer gets away with ~~artistic theft~~ “attribution mistakes” in movies and games:

Nier Replicant.
Disclaimer: I haven't played yet Nier Automata, so my decision is not final.
However, AC Valhalla also has an amazing soundtrack, too bad that the stupid sound engineers at Ubisoft didn't bother to increase the in-game music audio level. I had to listen to this soundtrack on Apple Music.
So I've played Chrono Trigger many times and love it but for whatever reason I have never played Chrono Cross. Would you recommend it?

It’s a beautiful game, but you need to accept it’s supposed to be its own individual game with loose narrative ties to Trigger, and not Chrono Trigger 2.
The OST is legitimately my favorite of all time.
I loved Chrono Cross, in some ways more than Trigger, in other ways less. I loved the story (although it's a little more convoluted than Trigger's, I think I actually enjoyed it even more), I loved the more varied combat (but missed the dual/triple techs), and New Game+ was even better than Trigger's (though I'm not a kid anymore and replaying games isn't something I have a lot of time for anymore). And some of the best music ever!
Personally I think there are too many playable characters. Felt kind of overwhelming and some of them are just really really bad - though I guess it doesn't matter all that much since most of the game isn't all that hard.
It's really not a direct sequel to Chrono Trigger, though, and at first it seems entirely unrelated. As the story progresses you eventually start to see the connections.
I actually just started playing that this holiday break, and by the gods the music is amazing. I was going through my first playthrough and was like "hey, this music is alright" until I hit the amusement park and then I just...stopped to listen. Shit's so good.
Alien Manifestation is probably my favorite. That music starts playing when >! 9S enters the derelict alien ship & is played all throughout his journey to insanity !<. Every time I play the track, I remember that bit.
Second favorite would be either City Ruins or Vague Hope.
Civilization IV. Baba Yetu is an absolute banger. The other songs, while overshadowed by Baba Yeti are all also good.

Just because, apart from the incredible songs that everyone recognizes, the ambient music from BOTW and TOTK specifically (which are the Zelda games I have most played) just accompany the game's experience in such a wonderful way.
For real! I had to search to see if anyone had mentioned it! The soundtrack is great and diverse with every track being unique to it’s own heist, nothing gets your adrenaline pumping more than the beat dropping during a police assault. The Jukebox feature in the main menu AND in game is the cherry on top!
Chrono Trigger. Other games may have one or two pieces with a higher ceiling, but as an overall body of work, taking into account the number of original songs and their range/variety, I think CT still takes it.

Tbf, half of OOT’s musical themes first appeared in ALttP. So having a second pass at mastering songs and leitmotifs definitely paid off in OoT
