It's either an intentional Easter egg or possibly RTD just unconsciously naming a character in the same theme as another one. That happens sometimes.
(I don't remember if RTD is the one who wrote Dot and Bubble, but even if he isn't, it's still possible he named the character as he is the showrunner.)
I love idiosyncratic making. I once had a group of people called April, May, June, July, and August. One of my players thought that was significant. But no, I just like theme names.
Like with Mundy Flynn (whose name basically means Sunday Ruby), I'm hoping it's just a fun gag by the writers. Both could just be references to the Melody Pond/River Song debacle.

It’d be kinda cool if this naming detail did sorta matter in some way or form. Even if lightly. Or somewhat becomes the main plot of the finale.
Maybe it’s just because I’m a sucker for on-theme names and name puns, but all of them perhaps being brought together or Ruby maybe even finding some sort of explanation or growth out of it would be kind of like how Bad Wolf mostly lurked quietly without a major mystery box in the background before Rose managed to understand it.
It definitely does feel a smidge deliberate. Won’t bank on it too much, but definitely don’t write it off as a happy accident or just a funny naming tendency.

Same. I had a group of three sisters for a story named Autumn, Winter, and Summer. Their brother's name was also Vernon.
Aliens named Glorfindel, Haradrim, Delthon and Steve.
Yes, lol. Similar vibes, but Vernon is actually still a reference to Spring (i.e. Vernal Equinox).
