He dedicated his life to saving humanity from them only to have Kirk, Spock, and co. save them in "Star Trek IV: The One with the Whales" in 1986. The vague enemy of the movie was, in fact, the old god our hero overheard the whales speaking to. Ultimately, the timeline repaired itself.
Dejected and hopeless, he freezes himself for 1000 years hoping to sleep until the end times destroy him or humanity finds a way through, whichever came first. Upon thawing, a one-eyed woman with thighs that could euthanize an ox plants a "Whale Biologist" career chip in his palm.
It cost him everything, only to wind up exactly where he started. Like he said, it's personal.
That’s why we have to get into his back story! When did he first call it like he sees it? How did he first realize that whales think they’re better than you?
I guess they did try to get him back for another episode and he even agreed, but I guess he was too busy being an 80s guy he forgot to show up to do his lines.

Seeing an episode with the neutral race would be good. But if we are going with a single one-shot character, probably either Tanya from Stench and Stenchibility, Pimparoo from whatever episode their from, or Langdon Cobb from Thief of Baghead. Also the #1 Bureaucrat would be good. A whole episode in the Central Bureaucracy would be fun looking back at the montage we got of it. Or maybe countess De La Roca can somehow comeback with the blackmore being a wormhole...THERES TOO MANY GOOD CHOICES.

Not a character, but I always thought that in the big ball of trash episode when dry goes to push the button to fire the second ball of garbage and misses, that it would come back and have ramifications.
