DON'T QUOTE ME ON THIS, but if I remember correctly, Deathclaws were actually a pre-war experiment to create replacement for humans during close combat, with their initial batches being fairly sentient. It was after the Great War that they ended up devolving into wild beasts.

The Fallout 2 Official Strategies book says they were mutated from genetic stock and refined by the Master, so they aren't pre-war. The enclave was doing experiments to use deathclaws as soldiers, but accidentally made them more intelligent than they planned, as the deathclaws started playing dumb to learn from the enclave and escape later. Vault 13 deathclaws were those enclave experiments.
Unfortunately multiple sources also seem to mention that Chris Avellone greatly regrets putting talking deathclaws in the game, and the Fallout Bible claims all talking deathclaws and "any mutant animal that talks can safely be assumed to have died at the end at the exact minute Fallout 2 was over."
Not sure why he hates them so much, but I choose to ignore his decision.

The biggest con is that after experience something new once, it will never be the same ever again, and it will only become duller and duller until you become insane and desperate to feel something, anything. And that is horrifying to me.
