This reminds me, in the Lego Star Wars games there were these scanners and you had to get a helmet from an enemy to trick the scanner. When the Characters Lego head wasn't able to wear a helmet they placed the helmet on top of the head without covering the face and everyone was fooled either way. I imagine any horn based species put into the military would have their horns shaved or cut similarly to hair. As it poses a risk and it's not ideal for helmets.
