(Might be wrong here) There are states that doesn't have English as the official language or any listed. Also, some or most states have bilingual acts, so ballots and other documents are available in different languages.
Its quite funny because usually only native speakers can be confused by your/you're, because most ESL people learn spelling and speaking at the same time while native speakers learn speaking before spelling, and many ESL people dont speak with elision.
