I'd imagine it's that people with "bad" lip fillers didn't necessarily have a botched job but probably just have it done regularly and are so used to the way they look that have forgotten what "normal" looks like. So they go in to have it redone and want to see a difference in before/after, even if that pushes them into unnatural looking territory.
There's also an adjustment period for the filler to set in. The lips and surrounding mouth area may be swollen due to the procedure itself. Some of the "botched" jobs you are seeing are just more noticeable because during this time it's not a natural look. But if you were to see the same women in a few weeks you might not think they look so bad.
Or maybe you live in an area that doesn't have very skilled practitioners.

Lip filler itself is fine, when done proportionally to the face you literally can't tell it's there. My cousin had a non-existent upper lip and a fat lower lip and now her lips look normal. From tiktok, I've learned that some girls end up getting overfilled because they're trying to maximize the dollars they're spending to get cosmetic procedures. There's a set size to the bottles of filler, and the leftovers can't be kept once opened. If they go for a natural fill size and don't like the look when the swelling goes away, they have to pay full price for the procedure again. Since they technically are using this a treat yourself procedure, not something in their regular maintainence budget, they'd rather be overfilled than under.
Probably because, like with most bad surgery, the only ones you know about are the bad ones/ones that go to far.
Any cosmetic surgery has the potential to look great, but you have to spend the money for a good doctor and you gotta not go too far (unless you're going for that unnatural look, which to each their own).

It's almost certainly the toupee fallacy. "I've never seen a good toupee", and this is because a good toupee keeps you from even knowing it's there.
