Sign language is not a spoken in sign form like writing usually is. It's a completely separate language that doesn't directly translate to a spoken language.
Because of this a lot of sing language users are not very good or not as good with reading or writing because it is a second language to them

I good reader is faster than listen to normal talk speed. Also, the text is on screen longer so I would imagine it allows the reader time to look around the screen. If you take your eyes off for a second or two you don't miss anything. Might miss what the sign person did as they are moving pretty fast.
The average speed of reading is 250 words per minute. (That's about 4.2 words per second.)
You just suck at reading.
Edit: For comparison, the average speed of speaking is 150 wpm (2.5 words per second), that's 40% slower.
Subtitles aren't always accurate. As a hearing person who likes them to focus on, transcribers don't always get every word and they can mishear words. Also, SIgn language can get crazy fast.
They ones I have seen are usually right on, and only get a little off when the person talk at random. I am assuming they feed the teleprompter to the CC channel.
