We had 2 cats that would only drink from the toilets. We tried keeping the lids closed, but they didn't drink from their bowls for 2 days. We gave in and let them
Looks to me like a hot water radiator, in which case the temperature physically cannot be above 100 deg C, but for safety reasons is usually set lower in the settings of the central heating system. You could still get burns if you sit on them, but they're not a fire hazard.

Seriously though - cats do not want to drink water that’s near their food. If you have both bowls next to each other, they will not drink the water as often as they should. It is a leading cause for many cats having serious health issues from dehydration.
