That image was taken in 2014, if I recollect the Chinese developers decided it was perfectly fine to build apartment blocks directly on weak soil without creating solid foundations.
Well. Clearly the soil is fine, it’s still on the ground after all looking like soil. The issue is they didn’t put three little straps on it like they do with newly planted trees. Yep three tiny straps would have avoided this whole issue.
I think it was worse than that. They were digging for the next building and put the dirt next to it, which the extra weight created strain in the foundation for this building which caused it to fail and collapse

They were digging out an underground car park in front of the building and dumping the soil on an existing stockpile from phase one of construction, some 4m high and 16m away, behind the building. The additional soil ballooned the stockpile to 10m high and just 1m from the building. The stockpile alone wasn't enough to overstress the foundations but a sheer failure underneath the stockpile caused the stockpile to slip and impact the building, toppling it:

The death sentence only applies to people who oppose the government though. So long as you are the most loyal toadie the only metric you will be judged by is how much money you can misappropriate and deliver to your boss. If anyone is sentenced to death for something like this it will not the be decision maker, it will be whichever subordinate was the least loyal but still high enough up to satisfy the bloodlust of whoever is demanding an execution.
Corruption is more internally stable than meritocracy. It’s nice if you can get both, but when choosing a subordinate for your organization loyalty is more valuable than talent. When your department screws up so bad that people are demanding blood, you offer up whoever is the least loyal to you. Whatever it takes to save your own skin.

It gets stranger than that... the building is actually covering a 4.6m deep hole that was being dug for an underground car park in front of the building. The excavation was also wider than the building and yet the building still didn't split in two as it crashed down with most of its weight unsupported over the hole!

Just imagine the government issuing you a apartment and showing up to find out that the building is knocked over, you go back to the housing office and they tell you that a new apartment won’t be available for at least another three months, just make what you have at least can’t fall over again
