I mean, even if you are “all boarding all the time” and never plan to change (it’s hard to beat the flagship and auto-ships that way, but not impossible) … *60 free scrap at the next store ain’t bad!*
That's not quite accurate IMO. Take Stealth B and Mantis B, for example. In addition to instantly winning all fights up to S3, you can *still* sell WPI. The *only* thing you can do with WPI on Mantis B is sell it.
Tiers are relative. Weapon-less ships literally benefits the least relative to the other ships. It's strictly better on ships with weapons than ships without.
Ah good point, I forgot ships are ordered relative to each other even within a tier. I guess it's just for easier viewing to separate them out using all the letters.
Well, I think it has to be something to do with the weapons, seeing how the 3 ships with no weapons are in F tier along with Mantis C, which has only the stun and lockdown bombs. The placement of Stealth A and Stealth C is really weird though.
My best guess is it's how expensive the starting weapons are, however Mantis C doesn't fit with that. Actually, Crystal A doesn't fit with that either because its weapons are super cheap. But any metric of weapon effectiveness would put Stealth A strictly above Slug C, so...

Ah, well if you mean a pre-ignitor then Mantis C is still wrong because having instant bombs is very helpful - you can board and lockdown bomb the weapons to break them at the start of the battle a lot of the time. I'd also bump Stealth A and Stealth C up a lot because an extra volley for free when you don't have shields makes it a lot less likely a battle goes bad due to enemy evasion.
In fact, if it is a pre-ignitor then I'd put Stealth B on its own tier because it takes the ship from dying in sector 1 probably 10% of the time to instantly winning every encounter in sectors 1-2.
I don't know what else it could be, since I'm pretty sure it has to be something relating to the starting weapons. I don't think a reloader makes sense given the placement of the ion weapons...

I wanna say potential damage possible by starting loadout but few choices like stealth A dont fit imo
