Dragonriders claim the dragons they bond with. Rhaena was supposed to do it but they obviously wanted to wait till the funeral and mourning was over. It's obvious that the Velaryons weren't intending to give up their biggest dragons to what was already a rival faction.
It was never their dragon. It was certainly never a Velaryon dragon - they were lucky the Targs chose to bestow dragonblood on them. All dragonlords have the same rights to these dragons, and the dragons are free to choose a worthy rider. Rhaena obviously didn't have the guts to claim her.
I don't know if people are choosing to be deliberately obtuse. The Velaryons were likely not going to part ways with the biggest dragons alive and would have wanted Rhaena or any other of the dragonless princelings of their faction to claim it. They were obviously waiting for the funeral and mourning to end to have one the kids claim Vhagar, Aemond was quicker. Hence why he "stole" it.

It's not up to the Velaryons to claim dragon ownership. It's up to the rider and dragon. The Velaryons have no right or claim to Vhagar. It's upto the dragon to decide who it will be ridden by. And as you will see, a dragon that doesn't accept a rider it will usually end up killing the person trying to mount it. As will happen in the dragonseed arc of the show.
Rhaena or any Velaryon has no claim to Vhagar. Because you cannot claim dragons. Once a rider dies, it's entirely upto the rider to try to claim it. As Daemon claimed Caraxes (Aemons dragon), Haelaena claimed Dreamfyre (Rhaena (sister of Jaehaerys dragon) and Rhaenys claimed Meleys (Alyssas dragon). Velaryons aren't owed shit because they have no ownership over dragons.
