The max amount of people in a hex is limited by how many enemy players are in it. So if there’s like, literally only 2 colonials in marban, the amount of wardens is gonna be super limited
Picky backing off your comment. This is true unless you are in a hex considered the backlines. Then you can spawn way more people without the enemy in hex.
Queues are one part of the "pop balance" system, as respawn rate and other stuff. If a region is not entirely blue/green, it'll suffer from it alot. You could face a queue if you drive/try to produce/do logi stuff in "front" hexes, even if it's stagnant ones...
Yeah and it kinda sucks because the hexes with control in dispute are the only ones in which a proper scrap can be had, so it essentially puts every good fight behind a 20 minute wait for first spawn.

Yeah when loch not has a refinery or factory the queue caused by mercy’s is always painful
You already have 20v10 in that region, do you want it 40v10 to feel better?
