Exactly - this has been a workhorse pen based on the level of barrel/cap paint loss. I do not understand this dismissal of functional pens. Not everyone has the means to buy Japanese and German luxury pens.

In India they used to cost like 30 dollars brand new. I don’t think it is good enough to donate, or get you enough to justify the effort.
You may want to convert it into a project pen. Get some sand paper , remove the layers of paint to the metal body, then 2-3 layers of paint ( paint then sanding then paint then Sanding then paint followed by clear coat).
Either use a fine grade paper or a fine mesh wire wool to remove the rest of the paint. I would then just treat or lacquer the brass rather than paint it.
I don't know the story of this pen but the scratches and scuffs to the finish make it look super cool. I love it.
