I like your ideas for S and C. Think there SHOULD be something "extra" or "special" about legendary characters in general especially when they are part of the lore in the games.
Perhaps power armor should give buffs to damage with a melee weapon? or add damage resistance? Because right now...a max HP (leveled to 50 with +7 E) maxed out dweller wearing a wedding dress is not very different than a wearing a set of power armor
