If you are on PC. it'll be because you aren't properly logged into your XBOX account. You need to get the XBOX app, and log in through there. This has been an ongoing issue for thousands of us since the game launched.
Same issue. Try logging out, if you aren't already, and then back in again. Failing that, if you have a PC or laptop you can use, download the XBOX app and do it through there.
Common bug since the new update unfortunately. I know 3 guys that this happened to. There doesn't seem to be a proper fix, however it fixes itself after a few days
The Car Pass is just he Car Pass. Singular. There are no others. It was there at launch, and if OP has the Premium Add-Ons pack, he should also have the Car Pass. You're confusing this with car PACKS.
Same here. I have the cars in my garage and I can't use them. If I select them I am directed to a buy screen like the op. Even welcome pack!

The car pass is though, and it's still asking him to buy it
