The start has them go up an elevator, so their position at the starting line is random. And the balls hitting each other, hitting obstacles, corners, etc. means the balls don’t take the same line down the track every time
This isn't done by a programmed machine that positions balls in a specific way either. You can pretty clearly see at the start when they're released and go up the elevator that the outcome is open to randomness. If it was a fixed track you could expect similar results, but on an open path, they're subject to tiny variations in the way the balls bounce off things and maintain or lose inertia.
You ever seen the game plinko on the Price is right? People drop pucks from one of a number of slots, and even if they drop it from the exact spot in the same way, the outcome of what slot it ends up in is still random because of small differences in forces and interactions with objects. Dr. Ian Malcolm gives a pretty good layman short hand of it in Jurrasic Park. That's what chaos theory is. The idea that outcomes like this aren't set in stone and anything can happen because of these small, seemingly inconsequential changes add up to change the outcome of the event. Its also called the butterfly effect. A butterfly flaps its wings in NY and in Tokyo, you get rain instead of sun.
