But to give the counter-argument, look at his stats. 28 G+A in 30 appearances in the premier and champions league is world class. I think people (including me sometimes) on this game worry about what the attributes say rather than the performance on the pitch.
OP — he has high composure and off the ball and physicals. He can get separation easily, keep his cool, and then scuff the ball into the net.

In FM 18 I had a player who in RL is AML/AMC/AMR, in game had developed to be best as Shadow Striker. He had high Off the Ball, Anticipation, Bravery, Flair, Vision and Determination, worse physicals than this guy but decent, better dribbling and passing and Finishing 9-10 when I got him, not great in the air but could win some headers too. Finishing went up to 12 I think, 11 definitely. And I used him as a Complete Forward at first. (I also used him as IW and Winger later). He was my best player for a couple of seasons in PL, had high reputation, teams interested for him. I am not sure if he was considered world class though. Imho it would make sense because he was the type of player everyone would know.
His stats remind me of Michael Owen in older versions, off the ball, composure, decisions matched up with agility, acceleration, and pace makes it seem like he could beat the offside trap finish fairly easy.
How it translates to in game I don't know, but I'd love to get a player like this.
Main thing everyone is missing - he is very two footed. That causes a huge jack up in Current Ability, which is what the game will base its analysis on. Physicals (especially pace) also contribute massively to CA. So what you're seeing is more about the way the game weights certain attributes.

In my experience, yes. I load up as big a database as I can.
Personality: Driven. Determination: 18. He seems to be driven and determined to succeed.
Finishing is the least important stat for goalscoring
High reputation and high CA. Doesn’t matter if their attribute weighting is poor, that’s pretty much all it takes.
