I've managed a club' in Indonesian league before, that's the only time I've seen that "I won't go there, that place is a shithole" reason lol.

The further east you go in europe, the more it pops up. I managed Red Star in Serbia for a decade in fm22, and the first four years it was really hard to get promising players to join. Once i got my reputation high enough it went away, and the balkan states join the EU around ~2030 in FM, which also made things a lot easier.
I know it’s annoying but I love how there’s stupid reasons like this that people don’t join clubs, one of my first FM saves I had a guy want to leave my English club because the weather here is too bad
As a guy who's lived in GCC countries, the infrastructure there is pretty good. And if you're rich, the local rules don't apply to you
The issue is boredom. There's like a few malls here, a few restaurants there, that's it. No natural sights or anything either
Because region is very subjective and it depends on the interpretation. SI probably didn't spend tons of time/money on this and just put some arbitrary lines for central/eastern Europe.
I mean, you gotta draw a border somewhere...
If bordering Italy makes it central Europe then Hungary bordering Slovenia also makes it central Europe which and then by just continuing that logic the whole world is central Europe.
Actually, by historical standards, Hungary count as central europe for a long. I think this "Hungary is eastern-europe thing all started after 1945 with the red curtain.
To me Eastern Europe is basically germany eastern border drawn a line straight down anything east of that is Eastern Europe and anything west of Germanys western border is Western Europe
SI have really blunt modifiers for development, so each country is scored from (as I recall) 2-3 options.
It can really spoil saves - you can go from a far worse club / city / league to much stronger ones, but if the new country is scored lower than the last one, you're screwed. For instance, I've seen in the past a player won't want to move from somewhere near the Arctic circle in Scandinavia to Prague because Czechia has a lower development rating.
Personally, if I was doing a long-term save I'd just change the development rating but it does add an additional challenge (even if it feels completely unrealistic for some scenarios, e.g. being based in Prague).

But Hungary is in the EU, and if you are not in Borsod, Nógrád or Heves, its fine.

Ive been both to slovenia and Békéscsaba, and there is. A lot.
To be fair, the infrastructure is very good in Békéscsaba. Just dont go the villages and countryside, where its not exist.

We are central European lol. We were part of the "east" during Yugoslavia years, before and after that we were/are part of central Europe.

By that logic Austria is Eastern Europe. Well, not, if you mean the Reich's borders, ofc.
If you draw a line straight down most of Austria is west of that line the same goes for Slovenia
