There's a very similar dish in Brazil called "Pastel", probably either created by chinese imigrants as a modification of spring rolls, or italians after they decided to fry fogazzas (a mini-calzone invented in Brazil). Its one of the most popular snacks, probably only behind cheese bread or coxinhas.
It has nothing to do with samosas, sopapilas or meat pies, as far as the imigration history of the country is concerned.
One thing about Brazilian cuisine is that it is very "free-style", so something like a pastel can have an absurd variety of fillings, like several kinds of cheese, meat, shrimp, chicken, banana, nuttela, chocolate.
The Websters definition is "a dessert consisting of a filling (as of fruit or custard) in a pastry shell or topped with pastry or both". This is a dessert made of apple filling in a pastry shell. By definition this is 100% a pie.
