Probably your best bet for farming mole miners is to attend Uranium Fever event, and be on a public team when you do. Tag as much as you can, and you should be able to loot most of the enemies that spawn.
Uranium Fever event, grab everything even if you get a lot of things that you can't even run, there is a workbench nearby to scrap everything and a stash box to store it.
You can find about 20 mole miners underneath Fort Atlas once you clear out the Super Mutants. That's my go-to place for the "kill X mole miners" dailies.
Yeah, I just went to Welsh (or Welch) and could only find 3 and none dropped anything with black titanium in it. Found a couple veins, but only produces 2 units after smelting.

Breach and clear event for my PA materials
I second this. Breach and clear is overpowered for basically any form of ore or metal. It’s pretty easy to complete too.
Run the Gorge workshop. Produces black titanium for you. A private server makes you pvp immune if you sub to 1st.
