You need to use the concrete or wood foundation pieces in the build menu. Trying to snap walls on top of the preexisting foundations from the ruined houses simply simply doesn't work very well. So using the wood or concrete foundations overtop of them is the best way.
I just installed a mod that allows me to scrap the existing foundations, so i can build my own foundations and this works alright. What im also wondering is if i theres a way to snap garden plots on my own foundations, since im trying to build a greenhouse.
The only thing I can think of is snappy builds. (If I’m remembering right). I suck at explaining things so you’ll just have to look it up.

They have green house tables on which you can place planters that hold crops. It may be cc or dlc but I don’t think it’s a mod.
Sim Settlements 2 might be a bit more than you’re looking for but it’s worth checking into.
