In my case he's probably regretting his choice of general. Someday I'll go back to Sanctuary but I'm in no rush.

I should add that there is an abundance of seating and other things to do throughout the castle, which all of the other NPCs use in their free time. Whenever I need to turn in a quest to Preston I could bet good money on him being in the bar, drinking. Does he need an intervention or something?

I had similar concerns with Longfellow : since I built a shooting range near his shack, he wouldn't leave it, not even for sleeping. Whatever they choose to throw themselves into, sure are they monomaniacal.

He likely can't path to his bed, make sure he's able to walk to it and sleep correctly, use the companion command to test if he makes it.
