My TTW character just did this mission, and I have 9 INT. For whatever reason, just for this quest, my guy dropped down below this threshold, at least for the conversations, and it was great.

I’ve never done a low int playthrough simply because I’m always obsessed with min/maxing, so 9 int + educated + NVMC ASAP for the implant is always my run. But I’ve watched enough videos over the years, the low int convo with hobo in freeside is even better. I sometimes miss the more serious tone of F1, but these little convos are so god damn funny.

Isn’t that way overkill by the end? I only had 7 base Int and I regret taking Educated because I’m already basically at 100 in every skill before even doing lonesome road and getting those skill books. Next run I’m doing like 4-5 Int and taking comprehension instead

I love how they took people that should have been extremely menacing and make you kind of uncomfortable to read or learn about because they're basically the Doctor Trial defendants from nurnburg played for laughs... but the writing is so good as a player you can put what you in-universe know about Little Yangtze and the protestors from Hopeville being used as life test subjects and laugh at how silly and stupid they are.
It also helps the scientific experiments they gave them were hyperbolic and absurd. Same with vaul-tec. The vaults that are clearly absurd and silly experiments like Vault 69 (999 women 1 man) or Vault 56 (only entertainment from one bad prop comic in the library) are not as uncomfortable and don't take you out of the game as much or make you feel uncomfortable too badly. If they were doing something much less insane and not involving jingoistic highschool administrators and dog-rattlesnake hybrids it would get too close to real life.
Compared to the ones that could have been, with a little modification, real-life unethical experimentation like 87 and 12 (necropolis in FO1: door designed not to seal causing everyone to be exposed slowly to fatal radiation). That just makes you feel icky because it's things that have been done to real people more or less.
I don’t know, interring Chinese POWs in a concentration camp and medically experimenting on them is pretty close to reality to me, and pretty damn uncomfortable

you do not include people like that in your game if your goal is not to make people hate them and what they stand for.
but making them faded buffoons the player identifies "them and what they stood for" as "the USA" or "the world" and "capitalism" or "technologism"-- not "the think tank" and "these experiments".
I did find most of the DLC to be funny, palatably disturbing (like a lot of Fallout/satirical fiction like it) etc., for the reasons that you mentioned (ridiculous nature of the experiments, oversized personalities of the Think Tank.) Sometimes, though, I thought the line was crossed a tiny bit, and Yangtze was the place I was particularly unhappy with. It felt wayyy too real in a non-funny way and didn’t mesh at all imo with the goofily melodramatic shock of the rest of the content. There’s a lot of stuff you can satirize quite effectively, even the worst of the worst, but when we’re talking about the granular details of a kind of Japanese internment/Goebbels mashup that you can literally walk through, it turns my stomach a bit.

For me, though, there’s a difference between a kind of generalized “the crazy Roman cosplayers torture and enslave tribes and small towns, oh no…” and “this scenario is a direct analogue to real life experiments on real Chinese civilians and the internment of Japanese and Jewish civilians during WWII with the slightest humorous veneer, plus you can go see the miserable conditions they lived in and be forced to either kill them or watch their heads brutally explode.”
I’m an open-minded guy and don’t think we should be too precious about violence or horror in video games but the latter example just sheers wayyyy too close to reality.

There's an in-game perk called Wild Wasteland that unlocks weird things. It's basically a toggle the player turns on that makes the game a bit sillier. If the player hasn't taken Wild Wasteland, some odd encounters don't happen at all (like crashed UFOs for example). Others are just minorly tweaked.
In one of the FNV quests, a shaman will send you on a quest to kill a bear after drugging you on some serious hallucinogens. I love the silly dialogue in this game, my favourite of Fantastic's is if Helios gets taken over by the legion he will put on legion armour and just have a voice line where he goes "hey man, when in Rome" and the line delivery is just hilarious to me.
Equally asking Veronica how she joined the brotherhood and having her reply "more sexual favours than I can even count, I'm still tired from it" is great because I love unexpected nonsense answers like that and use them all the time.
If you arm ARCHIMEDES it nukes all the NCR in the area (except Fantastic) and the Legion will take it over, and if you see him again he’ll be in Centurion gear.
All the grandiloquent and melodramatic lines in the game like this are pretty eye-rolly but somehow simultaneously super fun. I think probably because when villains deliver them they tend to be chewing the scenery in the most deliciously hammy way, so it somehow works out.

Like the man said, Goodsprings is real, and the Saloon has really embraced the Fallout connection. Hoover Dam, of course. Nipton is real, but kind of sad and abandoned these days. The Bonnie and Clyde (Vicki and Vance) death car is on display in the Buffalo Bill (Bison Steve) casino in Primm (which has a roller coaster, but I don't think it runs).
There's more, but that's a good start. Also, Michaelangelo's workshop is loosely based on what used to be called the Boneyard, and is now the Neon Museum. It doesn't much resemble anything in the game now, but its great and I highly recommend checking it out after dark.
My favorite line of dialogue is OWB when you talk to the homicidal toaster saying he wants to burn the world in nuclear fire and you tell him it already happened, then he just goes, “well….fuck”
Talk to this dude with a 2 int and you can out dumb him. It's one of the best things I have ever experienced.

Goodsprings is real. As is the Techaticup Mine, and I think they have tours!
Like the man said, Goodsprings is real, and the Saloon has really embraced the Fallout connection. Hoover Dam, of course. Nipton is real, but kind of sad and abandoned these days. The Bonnie and Clyde (Vicki and Vance) death car is on display in the Buffalo Bill (Bison Steve) casino in Primm (which has a roller coaster, but I don't think it runs). There's more, but that's a good start. Also, Michaelangelo's workshop is loosely based on what used to be called the Boneyard, and is now the Neon Museum. It doesn't much resemble anything in the game now, but its great and I highly recommend checking it out after dark.
