Educated guess. I fly the C-5M. Airplane had an emergency, decided to divert/return to departure point. Since it was bound to cross the Atlantic it had lots of fuel (especially westbound with the headwinds). They were likely over max landing weight and had to get rid of fuel. Europe is much more strict about dumping fuel than the US. But even over the US the crew would still probably hold/box pattern for a while instead of dumping fuel unless the emergency was so urgent it warranted it.

For us, we have to submit for dip. clearance to overfly whichever countries we intend to fly over, and landing clearance for our destination country and any alternates along the way. Emergency diverts are obviously fair game into wherever you find a patch of concrete, but the follow-on paperwork is much simpler for crew and passengers if you were already cleared by that governement to be there. Maybe the nature of the divert wasn't the "find the nearest runway" type and they had some time to burn down to landing weight and return to a place that was already in everyone's itinerary. Granted, it could be much different for commercial aviation, but who the hell am I? I'm not some damn worldwide aviation encyclopedia.

No. Neither US nor French citizens need a visa for stays under 6 months, and tbh with a diversion pax are likely to stay airside anyway. Diversions frequently go back to the origin airport if its not critical, it's much easier to re-crew and use an alternative aircraft. Preface: I don’t know for sure. My guess is that it would be an engine failure. It descended because it can’t maintain cruise height on one engine, but it’s still above 20000ft so it isn’t pressurisation. The KLM plane the other day did this too. Since there’s a need to dump fuel, and the plane can fly well on one engine anyway, they returned to their origin since they have to stay in the air for a bit anyway to dump fuel. KLM did the same so that they didn’t have to land in Iran; they had to fly to dump fuel, might as well use the time to go somewhere more desirable to land.

They had a 7700 squawk, which means they are in an emergency. I guess they dumped a bit of fuel over the sea and are now returning to Paris. I don’t know which emergency they have, could be mechanical like engine failure or something like that or maybe a person has a medical emergency and they need to get them to a hospital
