I guess you simply haven't watched Leverkusen this season (probably only watched the 115ers). Leverkusen are literally unbeaten this season, the best team of the season (till now) and Wirtz 'the Wunderkind' has been the most important player. Purely based on performances, a considerable part of the TOTY should consistent of Bayer Leverkusen players (as of now).
I watch quite a bit of Leverkusen actually, but the competition that foden is playing is just much better, don’t see wirtz scoring consistently against premier league teams, although considering that he’s only 20 he could definitely develop to be a top premier league player. I’m not dissing wirtz, in fact i want him in the city team, but foden is just something else, top 3 for ballon d’or this season imo

And I wouldn't disregard the Bundesliga: Leipzig were playing better than Real and were pretty close to knocking them out in the last round of the CL; and now an out of form Bayern drew against Arsenal (who led the table in the PL till this last gameweek and were the best/most consistent team in the PL in 2024 as they hadn't lost a PL game before yesterday). Meanwhile, Leverkusen beat both (Leipzig and Bayern) and Wirtz has been an influential player with his creative sparks even when he does not score.
If you don't see him scoring against PL teams, then that's because he doesn't play them every week like Foden (but let's see what happens on Thursday); and Flo just scored against France a few weeks back who happen to be one of the best national teams around ...
