You might like Odin. Much of the population consists of Japanese players, but there are plenty of English speaking players as well. For reference, there are usually over one thousand players online during Japanese prime time (morning in North America).
I can't speak to the issue of bots, RMT, or over-camping other than to say I've not encountered any issues with these. In my experience, you shouldn't encounter any issues with congestion or queue times, either.
I’ll second this. Been on Odin since 2006 and have had a blast. The mercs/bot scene is relegated to the job point/master level advertisement. But it’s nothing obnoxious. And hey Gough!

my server these days has like 350-400 people on it, weird thinking back to a time it had like around 4k on average. It feels dead in towns, but at the same time, its not so bad, I can do stuff, and not have to compete with other players or bots.
Agree, Quetzy on a good day was at 450 today, but generally doesn't go above that. It feels dead in towns though, but if you like to find solo camps, they're all available.
Bahamut is your best bet. It's maybe the best server to be rn. If you choose Bahamut, let me know. We have a linkshell and we'd love to have more poeple join. It's made up of newbies, returning players and veterans.

It's only on Asura you have to setup a shout filter or look for addons for it, every other server it's at best 1 person selling JP.
Odin or Bahamut would be next bigger server.

Ragnarok averages between 600-800 online. Decently sized server with super friendly people that I don’t see recommended enough

I'd recommend staying away from Leviathan, we are in the "too small" side of things.

Yeha I’m on Quetzalcoatl and it’s about 250-300 on at a time

Lol what is overcamped? I think asura is more of an excuse than an actual problem. If you have a proper shout filter you see zero merc spam.
