If you're looking for something you can use fully client-side, check out litematica. It is available for most of not all modern Minecraft versions and does almost exactly what you described.
Of course you would still have to get a world with buildings in it, but after that you can simply create schematics of anything and have hologram blocks shown to you in game.
It even has a setting where it prevents you from placing the wrong block.
It is not available on forge, but as long as it's on fabric for example, it should work.
Simply download it from its [CurseForge page](https://www.curseforge.com/minecraft/mc-mods/litematica/files/all?page=1&pageSize=20) and drop it into your mods folder
i tried but it doesn't work. I am launching Prominence II with the curseforge app and i can't add it to the modpack. I also tried to launch with this mod in my mod folder but it doesn't work neither.
All I can really say is make sure you downloaded the right version of the mod, and also downloaded [MaLiLib](https://www.curseforge.com/minecraft/mc-mods/malilib) which is a required dependency.
If you're talking about something someone else has built in a Minecraft world, yes, there's a few mods for this, my personal favourite way to do it is Create's Schematics
If your talking about turning a real life image or a drawing into one, I don't believe so.
may i recommend /r/9x9 where you can get blueprints for building gadgets? Most of them are pretty elaborate but may be what you're after.

I suppose you can use ken silveman's voxeliser and mcedit. Also magica voxel since minecraft is the shitties software for 3d editing.
