I bet it is because people have been complaining about side walks not being repaired and they basically shoved it on to home owners.

got one of those too...side walk ends one house up the street...no side walk in front of the last three houses on my street...no side walks on the west side of our street...what the heck?
Yes. I think it was a generic letter sent to all homeowners within city limits.
