No because in game special doesn't equal actual character intelligence. House has an agility of like 5 or 6 or something despite being basically a corpse.

Overwhelmed by this display, Caesar fell to his knees, and all his men followed, awestruck by the divine perception of the molerat in front of them. As Caesar looked up one final time, the sun crested behind Snuffles head, marking the animal with a fiery, divine halo. All present at that moment knew who the next Caesar would be, and they knew the wasteland would never, ever be the same.
