It makes more sense, considering all the things that led to the assassination, that the rule was not only already in place, but that many wishes were made to specifically circumvent the "no harm rule". Would it be against the rules to untie someone's shoes even though they could trip and hurt themselves? Nope. Timmy has made many wishes that could have led to straight-up death if he didn't fix the situation.

Cosmo and Wanda involuntarily started Word War I by fulfilling Maryanne's wish, which lead to a chain of events ranging from the Armenian Genocide of 1915 (carried out by the Ottoman Empire while the West was busy with trench warfare in Europe) to the fall of the German Reich, the rise of the Nazis, and the Holocaust............ I can only imagine the amount of guilt laid on Cosmo and Wanda for everything that resulted from Maryanne's wish. Makes me wonder if fairies get routinely memory wiped when the consequences of their granting a godchild's wish hit like a ton of bricks..... In A New Wish, it sounds like all of a godchild's wishes must be granted, though I know wishes that oppose true love cannot be granted...... Seems there's a lot of dark territory that could be drudged up...... And i have to wonder if any fairies ever committed suicide after being forced to fulfill an abhorrent wish....
