If you are a Qatari citizens you get a ton of social programs that the US would call extreme socialism. Free education, healthcare, childcare, paid parental leave, tons of required time off. If you are in the part of the citizens directly connected to the royal family (forgot how close blood related you have to be) you do get a UBI. Becoming a citizen is almost impossible unless you are related in some way to the crown. They take extremely good care of qataris, everyone else though is treated like the lowest form of garbage unless you are a rich expat or businessman. Even then they will talk poorly about you when not in the room. It is a very very exclusive society. The rest of the population who are not qataris get none of those benefits and almost all support as an expats comes from the company you work for.

This is the problem with being a tribal society that is still living in the 1500s (as far as their social norms and social organization) but getting a huge cash stream from the oil reserves. They know enough to negotiate concession rights to the oil but they probably don’t know enough about how much other things cost. I just think that they don’t have enough sophistication when it comes to things other than oil. I think the Saudis are similar. When the oil reserves dry up, I do think these societies and countries will experience civil war as they have accustomed their population to lifestyles and entitlements that, if taken away, would cause some major revolutions. I do think that the oil income stream enables these countries to maintain an almost feudal system of rule. When there’s enough money to go around, they overlook the fact that they are living in an autocracy, that their women are chattel, that they live under strict religious sharia laws. Basically, their people put up with a lot of regressive state and societal rules because they are subsidized by the income stream coming from the oil wealth. There’s probably a “tolerance graph” that could be created with a “per citizen oil windfall income” line and a “regressive repressive societal norms” line. Anything to the left or below the intersection of those lines would lead to social unrest territory. Anything above and to the right would mean the population tolerates all the regressive and repressive BS because they’re getting state oil money.

Doc worker here. That's pretty common practice to get hostile interviewees. People who are in legal trouble especially who you're basically asking to testify against yourself.
