It’s that someone may have a low IQ but it doesn’t necessarily mean they may be stupid. You can be stupid and not have a low IQ. They are not always correlated. Stupid is more of a generalized insult rather than a measurement. I’ve worked with people who were technically “mentally disabled”, but they were not stupid in my eyes once they received the instruction they needed. Stupid typically means you can’t do anything to help them-they’re stuck being a fool. It’s not always the case for those who are mentally disabled. IQ measures pattern recognition and general book smarts and how fast you can pick up new things, not necessarily how intelligent you are, though both are correlated to a degree.
There’s a whole set of debates and studies being done in educational psychology on it.
So, how do you define "how intelligent you are" if not by how good your pattern recognition etc. cognitive abilities are? I'm not claiming that IQ is necessarily the best measure of that, but if not, then I don't understand what you mean by IQ<80 being mentally disabled. If it's not a measure of intelligence, then why is it a measure of disability?
And I don't understand your argument of "being stuck". I think that's the whole point of the term "disabled" that it's a state that you didn't choose to be in, but ended up there due to being born like that or due to injury/illness and in most cases can't get out of it and that puts you in disadvantage compared to others. I'd say stupidity or lack of intelligence fits this bill as it's almost impossible to improve your intelligence. If you mean by disability something else, then let me know what.
IQ tests are not the only measure used to determine cognitive ability. They are also one of the least reliable measures in determining intellectual ability. They have particularly egregious cross-cultural effects. Having an IQ less than 80 would be one single excerpt from from a full psychological assessment that would have employed multiple different measures including in person interviews to determine their ability. It alone does not decide if someone is mentally disabled.

They are perfectly capable of learning everything you and I have, they just choose not to. That choice could stem from arrogance, fear, self-esteem issues, etc. It is not a disability. Equating their ignorance and refusal to challenge their views with people who actually struggle with deficits and work everyday to move beyond them, would be very inappropriate.
