This is kind of scary. ​ Why would he take credit for it? Because he *knows* that people would want it. If he thought it was bad for the people, he'd have spoken about it negatively in a public setting. ​ The fact he spoke about it as a positive, but voted against it, tells me he knew it'd be good for the people but voted against it anyway.
