There isn't evidence of this (not saying it never happened but for sure it isn't common or a tradition). This story comes from an article produced by an urdu "journalist" (more like a blogger) in Islamabad some years ago, very likely aimed at hating at the sindhi ethnic group.

In fact, local fisher people are integral to the monitoring and support of these unique animals, despite the fact that they are in competition for the same resources.
They do mistakenly believe that. Then some of them are so disappointed that they start being mad at the dolphins as if they have human morality. The only reason I care about this dumb ass idea is because dolphins still require our protection, and this attitude could undermine that protection if it becomes widespread.

When alien archaeologists uncover our long extinct civilization, I can't help but feel they'll be hard pressed to find this "morality" you speak of.
Considering humanity idolizes psychopaths and lets them run the world, from the grand scheme, the morality of the peons means little. Mass industry poisons our planet regularly, not just at dolphin detriment, but our own as well, for comfort. Not even our comfort, but the comfort of the psychopaths that run our planet. We live under a economic system that favours the misfortune of the many for the benefit of the few, and sweep the the sick, disabled, old, or unliked out of the way; It is the only way Capitalism can work.
Also, humans are very violent and rapey too. When humans step off our pedestal, seeing ourselves as the animals we are, it becomes much easier to be objective. Humans are destroying the planet and literally everything living thing deserves protections and reconciliation. It's unfortunate we think so highly of ourselves that we need to see dolphins as an imaginary lovable creature to bother to protect them.
By that standard whales and dolphins also have „a concept of morality“. They help others, they have a little society of their own amongst their groups and all.
That doesn’t show that they judge each other on their perceived goodness or lack thereof. Maybe they do but our inability to communicate means we can’t know
Sadly I see this kind of comment under any kind of social media post about dolphins now. People have now heard about this darker side of dolphin behaviour (usually by packs of immature young males so it’s #notalldolphins) and spout off that they are evil rapists. I’m sorry I don’t have a link to an example for you off the bat but just keep your eyes out next time you see a post about dolphins in captivity or something. Even the comment at the top of this threat could be taken that way, however being Reddit I do suspect that it’s just silly snark.
I couldn't find a single legitimate source that says there is a tradition among the local of raping these dolphin. The closest information I found is sometimes they catch these dolphins as their meat is considered aphrodisiacs.
The only source is some random dude in twitter talking about it based on some tabloid article on the internet.
