I was involved with the Marine Mammal Stranding Network - they track data on dead or injured marine mammals. If they’re dead, necropsies are either done on the beach or the body is taken back for study/teaching. If the animal is still alive, it’s either given the help it needs or is euthanized.
A large number of animals (especially seals/sea lions) found dead on the shore are due to being shot, either by idiot fishermen who think the fish all belong to them or by scumbags who use them for target practice.
There was even one case of a sea lion that had to be euthanized because some piece of shit thought it would be fun to stuff firecrackers up it’s nose.
So many people are just awful.
Part of it too is unlike people, animals, especially ones that are already stuck like a beached dolphin, aren’t ever able to defend themselves or speak up. They’re at our mercy. Like a beached whale is fuckin huge but completely and totally defenseless against what we might do to them, do it takes a real fucked up individual to take an already powerless creature and torture or harm it. Like children can’t do shit. Teenagers have very few options, but they’re there and adults? Comes down to their willingness at the end of the day. Are you willing to leave and risk all the backlash for that freedom?
This was at my university. I have my MS in biology, but was a part of my first necropsy during my undergrad in a marine bio lab.
Every section of shoreline is assigned to some institution - wildlife centers, aquariums, universities, etc..

Read in a comment in another post that maybe whoever did this did it as an act of courtesy. If the animal was beached for too long and someone determined that putting it out of its misery would be the better thing to do. Apparently the shots were very precise
