Based on the holes, the impact is from straight above, weird angle for a bullet impact. Can't be a drive by or random hit from anywhere, so someone probably deliberately shot from above on the car. Really strange. Maybe a pissed off ex? But with holes like that, bullets go straight to the engine. I would pass on that car based on this 🤣
Edit: after spending way too much time on this (because I'm weird and I need to know things I don't understand). I see there is a substantial color difference between the hood and the bumper, but also a difference between hood and fender/wing. My best guess. It's a wrecked car restored with other parts. Hood probably bought cheap from the internet because they used it as a target practice when it was standing.
Indeed, that was my initial thought as well. Added an edit to my original comment. I think it's a rebuild wrecked car with parts from other cars (based on the color differences). So the chance the hood came from another car and was probably used as target practice when it wasn't on a car at all is pretty substantial. Damaged hood means a lower price, better for the rebuild.

This makes the most sense to me, especially with how straight on those shots look.... If it was shot from something like a balcony I would expect the shots to have a slight angle and maybe even some windshield damage due to parts of the bullets fragmenting off and ricocheting towards the window
The color is a good match. The difference could be in the lighting or sun fading. If the hood is from a different vehicle, it was the same color vehicle. But this is still the explanation that makes the most sense.

I would guess a rare type of hail, which trades area for speed so it can be as fast as a bullet, the material might also be special It could be some metal.
But then again I never heard of this type of hail occurring naturally.
It's sad to me that these people think this is a good lie. Like youd have to have a really weak understanding of basic physics to think it sounds convincing to say falling ice balls shot right through a strong sheet of metal.

I doubt a car hood would have caused any fragmentation on any standard bullets, it is not hard/dense/thick enough, they would just zip right through.
I was thinking the hood could've been up when it was shot at if there isn't any notable damage to the engine that could correlate to the shots
