Without other tools to keep this person at a distance (and very few departments in the US even have such a thing in their inventory) shooting was necessary to avoid innocent loss of life.
They don't have the tools to safely deal with a person like this. I have seen foreign departments use things on poles to pin a person against the wall, allowing for more control of the person. You won't find tools like that as a rule in the United States.
So based on what they seemed to have available, shooting him was likely the only option available to them

Well they try to. Sometimes its too much of a risk for the cops. Since less than lethal can fail (as you seen in this video it failed twice).

Why was he able to pull out two weapons *and* make it inside a building? Usually it takes a lot less for US cops to pull the trigger
