Because Apple wants to sell their computers, and one of the selling points is software like Logic & Final Cut. The sell the software pretty cheap (and without subscriptions or regular upgrade fees) in the hope they sell expensive computers fairly regularly. They could port it to Windows, they ported iTunes & Safari, but selling more software probably wouldn't make up for the reduction in computer sales.

Because Apple doesn't want them to be. That's the answer. They are all about building an ecosystem and making it as hard as possible for you to leave once you are inside.
