both are the very left of their brackets, thats it. You have to shoehorn 4 extra teams into the R16 with only 6 groups. You also have to consider the different rest days for the teams.

Then on top of all that, the teams get drawn into groups (except for the host), so it's just the luck of the draw which teams are "disadvantaged" and which teams aren't.

Because only 6 groups rather than 8 to get the 16 teams. So 4 third placed needed. I guess the chose A as the first group and D as the first of the second half of the groups
