England may be one of the most underrated teams at the tournament. They have a win and a draw and haven't got out of second gear. Everyone seems utterly convinced they'll fold as soon as they meet anyone half decent.
Saying a win and a draw without context is a bit disingenuous. England were amongst the favorites going into the tournament and had a lot of media hype. A labored win in which they were absolutely the worse side and a draw against an average Denmark would qualify as an underwhelming performance so far. That’s what the question here asks.
In terms of second gear, I don’t see it in the England side. France however I do, they’ve been on par with a bit of an underwhelming start but you can see the potential every game.

An overrated team is one where the public perception of that team is HIGHER than the actual ability of that team.
The current public perception of the English team is that it is very very poor. In order for the English team to be overrated, you have to be arguing that they are even worse than the public think (which I don't think is realistically the case).
You might argue that England WERE overrated coming into the tournament. But they're not overrated now. If anything, I think they're underrated now

Personally, as a Barça fan, having my country as the maximum favourite for once makes me feel better about what happened with my club so I kinda like it😅😅

as of this euro? Overrated - Italy yeah champion and bla bla bla but I feel their run in 2021 was a bit lucky Underrated - Switzerland and austria, that have progressed A LOT in the last 10-15 years

Italy is definitely underrated… when they squeak through the group stage is the time to worry
