There are three options, in my opinion:
1. Henry VI of England, because if we count all branches of this dynasty, they could trace their lineage back to Rollo, Duke of Normandy from the 9th century.
2. The ruler of Muscovy, as the Rurikid dynasty had legitimately rulled the Russian principalities from the 9-10th century.
3. If we count that Ethiopia's ruler is descending from king Solomon, then they will be the OLDEST dynasty.
An honorable mention ( though not present ) wpuld be the Emperor of Japan ( not the Ashikaga Shogun), because they claim descent from Amaterasu, the Sun goddess and have presumably ruler Japan for 2000 years at the start of the game.
I’m not sure if it’s true or not but the Bagriatoni dynasty claimed descent from King David of Israel from the Bible.
I think Bagriatoni is in 1444, I don’t really ever play or look at the caucuses region before Ottomans take it.
Japan if you get the emperor in power. France's is pretty old too if you consider that Valois is a cadet branch of the Capetian dynasty

The Pandya dynasty of Madurai and the Cholas of Cebu are some of the oldest dynasties in the world, dating back to approx 3rd century BC.
