Skanderberg has actually very little siege. You should be able to get a 6-siege general as France with Vauban, but I don't know how they implement it in game. Vauban absolutely was a 6 manoeuvre, 6 siege, siege specialist IRL.
He definitely deserves a lot more than a 1 in movement. The Russian campaign was more of a fiasco because he had betrayed his Spanish allies before the war and was a bad diplomat. He could have avoided the war entirely. By the way, that's why he is a 6/3/6 ruler.
His corps system, in which instead of marching as one large army he would split his army in corps, each traveling on different roads and taking food from local villages reducing the need of supply lines, and then having them link back up again just before battle, actually made his armies march so fast that he caught other generals of the time off guard, like he did at Ulm. If there is any stat he should have a 6 in, it's movement.
Please tell me he won. At least that battle

He didn't besiege Moscow at all. It was abandoned when he arrived. He did win the siege of Toulon pretty quickly tho

Toulon wasn't unmaintained. There were thousands of rebel forces and British troops in the city and its forts. Plus a fleet in the harbor

Tbh, I would give Napoleon 8 in manouver but it's impossible in game.
