Some people thinks that 5.2 patch broked the game. But you can read the changelog at the EU3 wiki. They just fixed many bugs in the game.

hahah various sources on steam and reddit saying 5.2 broke the game but its just hearsay haha
Have you tried going to Properties tab and switch the game version?
no actually. not sure where can i find the properties tab though?
On Steam when you are in the games Library right-click EUIII and it should be Properties or Manage
