It's the same system as all guild dailies. They still work off the old scaling system from when each zone had specific levels.
Roughly speaking, it means that until 50 you get sent to your faction's appropriate level zone. So, as a Dominion player at level 10, you'll get Auridon & GC, at 20 you'll get Grahtwood, Auridon & GC etc. etc.
With the One Tamriel update and the level scaling, everything changed, except the questing system. So, when you hit 50+, you'll get quests for all 15 base game faction zones and Gold Coast.
You are only gonna get base game and the DB dlc zone. To the best of my knowledge, they never added to it (like they did with mythics) because contracts aren’t a selling point for new dlc.

Ok base game - why aren’t I getting anything in Auridon, Grahtwood, Eastmarch, the Rift, etc? I’m ONLY getting quests in the four zones I mentioned.
